I'll not pound this puppy into the ground, but silver and gold are down. A wise man or woman might take this chance to dollar cost average the metals as the price drops.
The toning is a natural finish of older silver...it happens with time. Over longer periods the silver turns black, though easily cleaned. Take a glass dish, a piece of aluminum foil (to line the dish) and a good tablespoon or two of baking soda. Place your silver on the bottom and pour in a cup or two of boiling water. Magic happens. Allow the pieces to soak for a few minutes then gently wipe with a clothe or paper towel. Most if not all the toning will disappear and the black will wipe off. Many collectors like their silver toned. They say it adds a bit of beauty to their pieces. By in the day aristocrats hired democrats to clean their silver...but those days are long gone.

There are currently long waits being assigned to orders (almost a month for some items)... and I think there's a slight possibility they may not be filled according to the link.
So like you said try you local coin shops, look for items you can take home right then.
I'm not disparaging the online stores. Just providing some cautionary news.
