American Handgunner and Flooded Ammo

The November/December issue of American Handgunner arrived yesterday. Imagine my surprise when I notice a teaser title on its cover, 'Flooded Ammo: Ruined?'

Now I wonder what influenced the author.   

Perhaps not, but I can dream, can't I.
